When a county grader operator hit a boulder on a dirt road in Rio Rico on Sept. 17, 2008, it was a wake-up call to Scott Altherr, director of the Santa Cruz County Public Works Department.
The county may give up responsibility for maintaining Avenida Beatriz and Calle Lukas in Rio Rico Ranchettes 9.
He was worried about the risk to county employees and equipment, Altherr told county supervisors and a small audience at a June 24 study session on Rio Rico roads.
He immediately issued a policy on "Un-opened and Non-constructed Roadways" that barred Public Works from working on those roads until they were brought up to county standards.
