I-19 insanity

Speaking of borders, it borders on insanity for public officials and the Environmental Protection Agency to permit even talk (let alone action) of extensive construction on Interstate 19 at the height of the traffic season. Tourism aside, the population here is double at this time of year, and the produce and truck traffic is at its peak.
Just one month ago, we learned of the exponential increase in air pollution in Santa Cruz County. No mention was made at that time of the impact of truck and car idling on air quality. When will people wake up and smell the air!? It makes officials derelict in their duty to protect the public health and safety of our residents if this project is allowed to proceed at this time of year because of the dangerous impact on air quality.
For more information, just Google "Effect of idling on air quality." This is no longer a political football or pay-back-Tubac for its activism (which is necessary for the function of a good democracy). This is a threat to human health.
It only makes sense for this work to be done at low traffic season. But then, when did anything about public decision- making make sense?
